Well, there are a few video games out there that don't get recognized as they should do and are considered Under Rated. In my opinion, there are two games that I feel that are like this. One is an old game, the other is one that you can still buy in [insert your local game store in this sentence. Mine's Chips BTW]
1. Classic: Alisia Dragoon on the Megadrive (Or Genesis if you live in NA) 2. Modern: Overlord (No, not THAT Overlord) on PS3, XBOX 360 and PC

I actually remember this game. Just forgot the name. I remember enjoying it.
Main games I think are underrated is the Shadow Hearts series. They take place in early 1900s except there's demons and magic and such. The stories in all 3 are good. Though the 3rd game's story doesn't quite live up to the first 2. Unique characters. One being a superhero pro-wrestling vampire whose weapons consist of things he finds off the ground such as pipes, a mailbox, and a frozen tuna. One of my favorite battle systems which imo only improves as the series goes on. After Mario RPG and Earthbound these are the next RPGs I would suggest someone try out.
Next game I would say is Popeful Mail. A side scrolling adventure type game. It's on a few systems with SegaCD being the one I played it on. Very fun game.

To me Threads of Fate will always be an underrated game, for being a PS1 Game it had quite a lot of shit on one disc
two stories (even though most of them take place in the same location) New Games pluses up the ass (you can just do it again and again) and a pretty decent amount of things to do. Plus the stories for each character fit them well, and is pretty good.
I also think Misadventures of Tron Bonne needs some more affection, for those who don't know Tron Bonne is a major villainess in Megaman Legends 1 (which was an AMAZING Megaman game) and being the game she was from was a hit they decided to make a squeal and a spin off prequel and Misadventures was that game. This was amazing, the comedy was pretty good, the story made sense, and there was A LOT of ways to play the game til the end, it blended action and puzzle solving seamlessly and was simply put a great game overall.

You want underrated? Try Batman for the NES (not Return of the Joker). Great music, great stages, not a lot of people know about it though

Yeah, Legend of Legaia was good. Only problem I had with it was too much grinding. Never got to finish it.
Out of the numbered Final Fantasies I found 5 the most underrated. The characters and story weren't that great, but the job system was great. Had one of my favorite combat systems in FF due to this.

Willow for Arcade, which played like a graphically and auditorilly better clone of Megaman And Willow for NES, which played like a [same as above] clone of Legend of Zelda Look up the videos on Youtube. I know that both games had their flaws of course, but they were both released in 1989 by CAPCOM.

If you're looking for overlooked games, I suggest Parasite Eve on the PS1, it's a great game with an excellent story, and marvelous cutscenes, sadly, I haven't ran into many people outside of Digital Press that know about this one
And Duck Tales for the NES needs more love too, Great gameplay, tons of fun, and it has a track that gets Micspammed on my TF2 Server

Probably the Lunar series for PSOne. It was well organized, but never really respected in the NA market as some anime fans hated the fact it was dubbed.

The Klonoa series.
One of the best platformers out there. (Also, a wii remake of the first game on the PS1 is coming out this spring in north america and europe)

Two Words...GOD HAND!!!
Ok, I'll admit the Graphics in that game are mediocre, but you know what? It's not always good graphics that Make a good game, it's the gameplay, and God Hand Delivers.
You can customize your attacks, it's fun killing thugs, and you get all these sweet power moves like the "Ball Buster" and the "Dragon kick" WITH THE POWER OF GOD!!!!
The Controls are great, a simple button layout, and simple commands that are easy to get down, and master.
Oh, and the Story, voice acting, and attacks are all guarenteed to make you laugh. Heck, you even get to fight the Ambiguously gay Duo!!!
So Check out God Hand now, it's cheap, it's fun, and it has a song!

Oh wow, somebody KNOWS about this game besides me? I loved this game, I remember catching a few photos in a PSX magazine about "Dewprism" and spent at least six months waiting for it to show up. I still play it too despite being it several times. I also think Jade Cocoon (a pokemon like game except played more seriously) is another under rated game. You play Levant who must journey into the forests and capture minions in order to save his village from a sleeping plague.

All three of the Thief games. The protagonist is VERY sharp-tongued, and the stone-age stealth is a nice change from the stealth games with too many guns
