...I'm not 100% sure, but I don't see that as a necessary infringement upon freedom of expression. I think if someone could get the Supreme Court to take a case on that it'd wind up getting over-ruled. Thing is I doubt it's enforced frequently enough for that to come up.
Also it could conceivably apply to masked balls, prohibiting them. Not sure if right-to-privacy precedents cover that.
...What? I like to make darn sure that I know my rights.

*shrugs* We've actually had to enforce it a few times when stupid teenagers decided it was a good idea to come tearing ass though the mall in masks and scare all the other customers but overall, I tend to agree it's a stupid rule. I don't believe the rule applies to parties though...it's kinda like getting charged with 'drunk in public'; you have to actually be in a public place for it to occur. ...yes, but I'm sure you don't live in Virgina, so what do you care?

No, but I have driven through it. So you know, if I pulled over at a rest stop and wanted to put on a Batman mask or something, I'd like to be able to. ...Not that I would want to, but it's the principle of the thing.
Actually malls can ask people to leave if they fail to abide by posted rules or cause a disruption, so that's not necessarily a matter of law. For instance, a mall around here across from a convention kicked out cosplayers, who were not breaking any as far as I could tell, but no one cared enough to call the Better Business Bureau on it.

A rest stop? *laughs hysterically* You know we closed practically ALL of our rest stops recently to 'save' all of a hundred grand, right? Good luck finding a rest stop to enact your plan at. But since the state police tend to chill right around our rest stops, I wouldn't suggest testing them with your Batman ruse. I can ask anyone to leave that I feel like because I'm mall security, and that's how I roll, bitch. I kicked out a guy for running around in a green sheet...he was an idiot. You're right though, we can kick people out for whatever the hell we feel like kicking them out for.

So running and screaming bloody murder at your mall is out of the question then?

Don't quote me on this, but I thiiiink malls count as "places of public gathering," since you don't have to actually buy anything to just walk around. If this is true, then technically they can only kick you out for disobeying clearly posted rules or for causing a disruption. If neither of these is the case, the person in question has the right to refuse to leave and, if it is pressed, sue for false arrest. Now, I wouldn't push it that far, but if it happened to me, I would report the incident to the BBB.
Last time I was in VA was about 18 months ago, but come to think of it I did not see many rest areas (or any other than the welcome center), but I was off the interstate a lot of the time, so I didn't think much of it.

Technically, you're right, Alantar...but usually in the process of dealing with someone we want to ban, they break one of the posted rules (usually the foul/abusive language one). Besides, most of the people we deal with in terms of bans are teenagers and they're usually too stupid to fight the system (I'm talking 14-15 here). Any adults we ban, it's usually for fighting, gang participation, or carrying a weapon on them. Don't quote ME on this, but I'm pretty sure you're smarter than the average teen. I'm sorry you ever had to come to this wretched place. I'm not from here originally and I can't stand it. They closed 25 out of the 51 rest stops in the state about 2 or 3 months ago so if you think it was hard trying to find a rest stop then, imagine what it would be like trying to find one now (particularly if you're traveling on I-81)....the state isn't doing themselves any favors by doing that....tourists are getting pissed.

Well, considering I'm old enough to drink (legally), I'd hope I'm smarter than most teenagers, at least on a few things.
Nice to have someone half-confirm my weird legal musings for once.
Also, one more reason to be glad I didn't go with Virginia Tech: not enough rest stops between there and parents' house.
...But that's all horribly off-topic.
On the topic of Halloween, I've almost got my relatively simplistic L outfit together. Just missing the shoes (since you know, you can't go to most places bare-foot). Problem comes with finding the right kind. Wal-mart doesn't carry Converse shoes in adult sizes it turns out.

I got it from a specialty store called Zen Gardens,I don't know if it's a chain store though.

Probably not. Only seen such things online and at conventions myself. And at that one store that closed (stupid economy).
